The initials LNER (London & North Eastern Railway) appear on the track diagram in the background.

This suggests that the photograph was taken before 1945 when Britain's four large railway companies, LNER, LMS, GWR and SR, were nationalised to form British Railways  -  or perhaps it was taken in the early days of British Railways, before they got around to removing the LNER name from the track diagram.
