Is this one of the arches at the north end of the bridge?

This photo came from David Gordon collection.  It was found amongst many photos of the Forth Bridge.  I think this may be one of the arches at the north end of the bridge, at North Queensferry, under construction.

The North Queensferry arches can be seen completed in this photo:

"I think this is the location of the arch under construction above - approx approximately 0.9 miles to the north of the three arches at the northern end of the Forth Bridge in this photo."
